The European Commission has adopted new EU eco-labeling standards for cosmetics and animal care products. Therefore, all cosmetics defined by the EU Cosmetics Regulations can now apply for this label. The previous requirements for cosmetics that receive the EU Ecolabel cover a limited range of so-called "wash-off" products, such as shower gels, shampoos and conditioners. The updated rules include “leave-on” cosmetics such as creams, oils, skin care lotions, deodorants and antiperspirants, sunscreens, as well as hair and cosmetics.

The purpose of the EU eco-label is to help reduce the environmental impact of products on water, soil and biodiversity, and promote a "clean circular economy and non-toxic environment."

As far as cosmetics are concerned, eco-label standards promote products that have limited impact on ecotoxicity and biodegradability, use less packaging, and are easy to recycle. Promote the use of recycled materials and refillable packaging. Some ingredients also have sustainable procurement requirements, such as palm oil, palm kernel oil and their derivatives

The new requirements completely ban substances that cause cancer, mutagenesis, or are toxic to reproduction, substances of high concern, nanomaterials, substances that have been determined or suspected of having endocrine disrupting properties, phthalates, perfluorinated and polyfluorinated substances, and micro plastic.

The EU eco-label has also established rules to ensure that packaging is minimized and/or easy to recycle.

This label granted after evaluation by an independent organization may provide substantial content for cleansing and beauty, which is still a vague concept for many consumers.
